The XIX International Conference on Minority Languages will be held in Wales between 20 and 24 June 2023. It is thirty years since the ICML was last held here, during which one of the keynote speeches was delivered by Professor Joshua Fishman.

Over the past three decades, the landscape of so-called minority languages has changed dramatically: political, social, economic, technological and environmental challenges have transformed the contexts in which global linguistic diversity exists. Regional, minority, or minoritized language communities in different parts of the world continue to experience a range of factors and circumstances: their domains can expand as well as contract, their populations in numbers or percentages may increase as well as decrease, the patterns of daily use are becoming more complex and their speakers live in increasingly multilingual and mobile environments in both rural and urban areas. 

Yet very often, the wider socio-economic, technological, cultural and political frameworks prioritise monolingualist paradigms and ways of working. Activism and community endeavours – as emphasised in Fishman’s own work – continue to be important resources for many minority languages across fields as diverse as education, technology, media, public administration, commerce, economic development and broader political structures.

In addition to a wide range of academic papers, panels and posters, ICML 2023 aims to present participants with a site-specific sociolinguistic experience of contemporary Wales and provide in-depth knowledge of practitioner-based case studies as well as opportunities for networking and contact building. Our All-Wales partnership for ICML 2023 includes a wide range of stakeholders who play a key role in language revitalization in Wales.

    Please allow 15-20 minutes for your paper presentation, with additional time for questions. Please send your PowerPoint presentation to canolfan@cymru.ac.uk by Thursday 15 June. 

    Timetable

    ICML 2023 will be held between 20th and 24th June 2023. The Conference will be held on the Carmarthen Campus – Halliwell Centre and Canolfan S4C Yr Egin.

    • Tuesday 20 June 2023 – Check in will open between 2pm - 9pm in the Merlin Restaurant on the University campus, Carmarthen. Please let us know if you will be arriving after 9pm so that we can make the necessary arrangements. The bar will be open for drinks between 6pm-9pm. More information on local food outlets to follow shortly. 
    • Wednesday 21 June – Day 1 – Full conference - 9.00am to 6.00pm. Evening food and band. 
    • Thursday 22 June – Day 2 – Full conference- 9.00am to 6.00pm. Food and entertainment in the evening.
    • Friday 23 June – Day 3 – Full conference - 9.00am to 6.00pm. Food and a special screening of ‘Y Swn’ in the theatre, Canolfan S4C Yr Egin. Y Swn is a unique film about one of the most colourful chapters in modern Welsh history – the fight for a Welsh language channel. 
    • Saturday 24 June – optional visit to St Fagans National Museum of History 10.00-3.00, where you will also be able to enjoy the celebration of Gŵyl Ifan: a festival on 24 June that celebrates traditional folk dancing, primarily from Wales but also other European countries. St Fagans is 20 minutes by car from Cardiff Airport. A bus will be travellig back to Carmarthen for those who will be staying on in West Wales. 

     On Site Accommodation

    The University can offer student accommodation on site for ICML delegates for four nights from Tuesday 20th June to Saturday morning 24th June. Bed and breakfast is priced at £210 per person. Rooms will be allocated on a first come first served basis.

    Conference delegates may wish to arrange their own accommodation in Carmarthen town or nearby. See Travelling to Carmarthen for local distances to the Conference Site.

    Travelling to Carmarthen

    Information about your journey and parking can be found on the University’s website.You will need to register your car on arrival when you register for the conference. Conference orgaisers will be able to share a QR Code with you.
